Key 1, Key 2 then Key 1 Procedure does not result in lock/unlock

Yes, I do have the T-Harness.  And both keys are stamped SA.  When the Key 1, Key 2 then Key 1 again procedure is done the doors do not lock/unlock on their own.  However, when Key 1 is held next to (but not inserted) the ignition barrel the remote start works with both remote controls that were included with the package.  (not using the OEM keys).  Any further suggestions?

When the doors do not lock/unlock on that third insertion of the key, this basically means the vehicle has spare key programming disabled... Unfortunately, the only way to actually enable this feature is with the dealer tech tool. We have a way around this with non-SA keys but it will not be of any use :(
