2003 F150 Key Override All Programming Issues

I have a 2003 Ford F150 with automatic transmission that I added a remote starter and Key-Override-All module to. When I go to program the module, as soon as I perform the step where you put the key in a second time and turn, the LED light on the module flashes 10x which isn't supposed to happen until after you activate the remote starter. When I do try to activate the remote starter it doesn't work, you can hear the starter click and the security light on the dashboard flashes which leads me to believe the bypass is not programmed properly. Any advice would be much appreciated!

You need 2 valid keys to program the key override all. You can not just turn the ignition twice with the same key.

Programming is key #1 for 3 sec, key #2 for 3 sec, then remote start.

I've tried it with one key and two keys, both are original factory Ford keys. In either situation I get the 10x flashes as soon as I perform the second key turn instead of after I press the remote start button as the instructions say should happen.
